it's more notebooks, tablets and cellphones that

were all final assembly value added outside of usa.

That way in a few years if you want more juice, you can swap in a 9800x3d or whatever AM5 you want once they start going on deep discounts vs. having zero upgrade path with AM4.
If building from scratch I would build AM5.
The 9700x was $230 recently. Not sure if we'll see it again but the AM5 chips have come down and the B850 boards will be out next month.
That way in a few years if you want more juice, you can swap in a 9800x3d or whatever AM5 you want once they start going on deep discounts vs. having zero upgrade path with AM4.

As for the people dogging on you about the tariffs comment. I suppose they have short memories about what prices for PC parts were going for during the tariffs and mining craze 2018-2020. Those tariffs also drove up the prices of things like washers and dryers. Google literally can bring up old news articles about it.
