Although chances are this will affect basically no one buying this combo but it does mean there is no overclocking on this mobo.
For 10 bucks more you can buy the ASRock B550M PRO4 which is a true B550 chipset and has a wifi card upgrade (wifi card not included)

(or any of the previous Ryzen chips really) none did, usually, unless they were a G variant (5600G ETC).
EDIT: Also, don't forget to get a CPU cooler if you are ordering this setup, the X series lack CPU coolers.

Even though it seems like maybe your question isn't genuine, the answer to someone who was asking for an opinion between the two would be: "Depends". A walled garden like the m4 mac mini is a great system for a lot of users, and would cover 99% of use cases for people who are just surfing, doing spreadsheets/documents and other desktop work. Ideal for someone who just wants it to work, doesn't want to get their hands dirty or take the time to build, and doesn't care about future upgrades.
If the use case leaned more heavily towards gaming, wanting to "tinker" and make something your own, and being able to swap parts for future upgrades then the "big, bulky pc" would be a better option.
