Unless you have a half-hot setup (or something otherwise weird), both outlets are powered by the same conductor, and each outlet is (or should be) rated for the max amperage allowed by the breaker. Either way, this product is rated for 15amps, and anything you plug it into will be rated for at least 15 amps. If you plug it into a 20 amp outlet, and then plug a 20 amp appliance into it, the thing will almost certainly experience undesirable thermal events before the outlet does.

So it using a single outlet isn't actually a problem.
