How do you wire it so that it can be the power source during peak electricity rate hours and charging the batteries off peak?

You will need a qualified and licensed electrician. Plus permits.

Do I need an additional device that switches between public power and battery power? Any idea about ballpark cost?

No, the hybrid inverters can do that but you're going to need an electrician who will do it that also doesn't care about UL Listing because these are not UL certified inverters.
