I checked from Texas and I'm not eligible. I also checked from my Mom's South Carolina account and that one wasn't eligible either.

This card is slower than a GTX 1060 6GB which you can get for less than $70, used all day on eBay. Ray tracing is barely worth mentioning and you can still use FSR on the GTX series.
For the same price used, $220 new. you can get an RX 6600 which is twice as fast.
The only application, and its a pretty big one, where it makes sense is if you need a drop for a OEM with a very limited power supply. It's a 70W card.

And that is pretty much its only use case, since it's not a very good value.
That was when it was the current generation and GPUs were impossible to find.
