9700x - 37,163
The 9700x has an edge for single-core processing (due to the 5.5GHz clock vs 4.9GHZ for the 5950x). But for all the real heavy compute which is more commonplace, the 5950x is faster due to its 16-core/32-thread design (vs 8-core/16-thread design of the 9700x).
Obviously there are budget AM5 CPUs that beat the 5950x. These include:
9900x - 54,634
7900x - 51,405
7900 - 48,331
All three can be found for under $400. But for the price-per-score, this deal is a win...IF you already have an AM4 platform. As was said - AM4 is oooollllllddd, so I wouldn't go out building a new AM4 system.
For my case, I had a nice AM4 system with a 3700x....so upgrading to a 5950x (I got mine from a previous $330 deal) was a HUGE improvement for cheap.

For those which this was long, the wisdom is, you buy anything you want as long as you use it. Not in theory, not in simulation of something in your head, but ACTUAL usage.
I use a Intel N150 for my always on home server, which I'm actually typing from now as its also a good HTPC for basic tasks, and its idle is ~0.8W – 1.5W.
Saying that this is power efficient is like saying its power efficient for a quarter ton pickup truck, but for true efficiency you should be looking at a Toyota Prius.
