So it's just the piece that goes on top of a tripod or camera cold shoe or 1/4 inch, right? Phone mount and whatnot.

Yes, having tripod may mislead some. It is just the phone mount.

It can be hit or miss. Poor quality ones get returned, but there have been some real gems for under $10.

The short ones with wraparound arms are my favorite. Easy to stow, can attach them to different things, can be used as selfie stick, they are flexible but not a "real tripod" although I use them very often for many things. I wanted this deal to get a phone mount to play games, the problem with tripods for phones isn't their weight holding ability, its the mount head not being big enough or being slippery.

I don't really like the ones with a spring clamp. The ones worth getting have a screw that tightens or loosens so you can customize the fit to your device. The spring based ones always feel one wrong move away from breaking or launching your phone as you try to mount it.
