For instance I bought a saw. It looked barely used. When I plugged it in, it smelled of smoke and wouldn't start. Clearly it was returned and they just marked it as used good condition.

Don't you just mark it on the site "broken"and return? If Amazon is the seller, I never have an issue with the returns. Sometimes it takes long to get the refund but whatever.
The package was smashed and was missing the pole. The only options online to return it were to drive it to the city.
