Not inherently. They usually cost a bit more for the form factor and you'll often have less ports/headers/expansion slots/m.2 slots/etc. depending on the board. Lower end boards can also sometimes have lacking power handling for the highest end CPUs but this will be fine for the 7800X3D. Really biggest thing is making sure it has the connectivity you need.

Not a problem at all. It's just form factor is very small, so people who want to build a regular mid tower case would benefit from a bigger mothermoard with more connectivity.
However, for people like me, who only has small form factor PC's, ITX is the only motherboard option.

It is possible to run Windows Media Center on Windows 11. I recently did this to move my media center PC from an old first gen i3 system to a new N100 MiniPC. Everything is working fine for me and the MiniPC is almost comically small in my entertainment center now.

I think I used a different installer package but they all seem to be related/connected so probably not significantly different.
