I've actually have had great results treating an infested lawn.

I don't have a grub problem every year so I don't pretreat my lawn. If I start to notice mole tunnels, I know I have grubs. That is when I apply the grub killer.

Note, like others have said, this is a preventative not a curative. Additionally, GrubEx has the active ingredient of chlorantraniliprole which needs to be applied earlier in the season vs some other preventatives (like Merit). May is typically recommended which is likely in part why this is on sale.

So what do I apply now to kill grubs and get rid of moles to prepare my lawn for seeding in the fall?

you need BioAdvanced 24-Hour Grub Plus for Lawns for immediate termination - GrubEx for full season advance application

Depends on your zone but you can apply Merit as a preventative right now. Perfect timing for that one. if you already have signs of damage, then use the Bayer Bioadvanced.
