Even if you're buying it from a U.S. seller like Woot, if the box or listing says "International Model", that usually means:
It was originally manufactured for a different region (e.g., Europe, Asia, Middle East).
It does not carry a U.S. warranty through NoA, who will not repair or service it, even if you pay out-of-pocket.
Edit: I think I can input my opinion since I currently own all consoles switch, Xbox s and x, and ps5. All previous consoles have been good upgrades and worth the price (except switch and ps5 pro) Don't know why I'm getting downvoted, for stating facts? I guess some people hate hearing the truth and trying to justify their purchase.

Who knows what the minimum repair cost is for these devices? $100? $200? You'll be better off buying a new one.

Some games are "Digital Key Cards" like you mentioned that don't contain the game and need to be downloaded. This type of game is clearly labeled on the box and does not apply to all of them; others like Mario Kart and Cyberpunk are entirely on the game card. It just comes down to how much the publisher is willing to spend on having their game physically on store shelves.
It sucks but at least it can be borrowed or resold, unlike a digital purchase.

How low retailers would go is anyone's guess, I'd imagine these will stay around this price point as long as the switch 2 is at low availability. I think this is a great price for a brand new oled, considering used ones for ~$200
