It means you can't plug it into a normal 115-volt AC outlet. It requires a 230-volt NEMA 6-20 outlet.

My house has 230V outlets for air conditioners because they are more efficient than 115V units. If yours doesn't, and you're not willing to rewire, get a 115V unit. You can get 12,000 BTU units in 115V variants.

230V because it heats with heat strips. This is the non-inverter and inefficient old tech refurbed ACs.
