I thought the zinc in the galvanized is toxic and shouldn't be used for plants

1 ft is enough, you will waste a lot of money to fill it up for 2 ft.

I bought two. When they arrive, I'll look at stacking options. If I can't make that work, I'll stick with the 1ft.

so its open on the bottom, what do people recommend for the base? should i put gravel on top of the existing old flooring, the garden bed, then soil then weed barrier?

Never use a weed barrier. They just deteriorate into plastic bits and let weeds through. What you put in there depends on your goals and problems. Stopping gophers? You'll want a metal mesh at the bottom. Need good drainage? Then sure, put gravel at the bottom, but you probably won't need it. I'd just use whatever dirt is at hand and then mix in good soil wherever you will actually put plants.
