I assume they meant to say 18/0, which means there's no nickel in it. Is it bad? Kind of yes, kind of no. It tends to not last as long as something with more corrosion resistance. For flatwear, 18/10 is the sweet spot.

18/0 is kinda useless, it's best just to buy Walmart ones instead. You want 18/10 so it's rust resistant. 18/8 is also decent if the price is good, but I personally go for 18/10

For price comparison, Costco had a Mikasa 65 piece 18/10 for $50 recently. The deal went on for a atleast 2-3 weeks.
