I'd go with Tapo Matter compliant switches if just starting out, but keep in mind that they do not yet offer Tapo branded Matter compliant 3 way on/off switches, they only offer Tapo branded 3 way dimmer switches, and those are relatively pricy compared to the Kasa branded 3 way dimmers.
I am successfully using a Kasa 3 way on/off smart switch in a 4 way setup. A 4 way switching setup is where the same lights are controlled from 3 or more switch locations, using a 3 way switch at the first "line in" location (where power comes in), one or more 4 way switches at intermediate locations, and lastly a 3 way switch at the last "load out" location (where switched power goes up to the lights). In my case, I was able to replace the first "line in" 3 way on/off switch with a Kasa 3 way on/off smart switch, and leave the existing "dumb" 4 way switches at the intermediate locations (3 locations in my case) as well as the "dumb" 3 way switch at the "load out" location.
I am not aware of any way to add smart dimming to a 4 way setup using Kasa products. Bolding for emphasis, not shouting HTH

If cost effective and reliable dimmer switches that will last a number of years are the primary objective, and they also happen to be smart and function with major smart home systems if you want to hook them up, would both suffice? It does make sense to go Matter, I suppose, if it was Matter over Thread. Not sure how helpful Matter over Wifi is, but maybe beneficial.

Yeah I started installing TP-Link's Kasa switches about 3.5 years ago, starting off with on/offs to control porch lights (on at dusk, off at 10PM), and have expanded over the years installing Kasa dimmers, on/offs, 3 way dimmers and 3 way on/offs. None of them have Matter built in and TBH I don't use Matter or miss it. My routines/automations are set up either in Alexa or Home Assistant.
It would be nice if TP-Link would consolidate to one brand and streamline and standardize on their product offerings - everything seems to be hodgepodge as to whether their switches offer Matter and Apple Home compatibility, etc. I personally have no plans to replace any of my Kasa switches at this point, I just think it would be nice for anyone just getting in to their products to have Matter compatibility available across their product line. At some point when Matter "matters", I might start replacing my switches with their Matter compliant equivalents.
I suppose you could install dimmers everywhere - I only install dimmers where they make sense and in fact replaced 3 way smart dimmers in my kitchen with 3 way smart on/offs, as I personally found that I NEVER dim the lights in my kitchen - I use dimmers where they make sense (family room "home theater", bedrooms, bathrooms, sleeping area hallways to minimize lighting when moving around upstairs when family members are sleeping), and on/offs where they make sense (porch lighting, back doo lighting, closets, basement shop area, garage, attic). From a price perspective I have often got as good as if not better deals on Kasa dimmers versus their on/offs. HTH
I have a mix of Zooz, Leviton and GE smart dimmers. I would like to simplify and have the same functioning dimmers. I actually prefer separate buttons for dimming, but I hate the non rocking switches on a couple of Levitons I have. These tick most of the boxes except they are not rocker switches. So they are a no go for me. Price is great though. Is there anything for my criteria that is reasonable in price?

Keep that link in my post handy - they seem to be varying the products available with the Prime Visa cashback, it's possible these switches might be made part of the CB again.
Not a huge difference for a switch honestly. Thread is a low power low bandwidth radio that doesn't require Wifi setup. In theory, 100 thread devices will be happy together more than 100 wifi devices. For battery powered devices, think locks, accessory buttons, batteries will last a lot longer.
The flip is that thread devices require a thread border router such as a 2nd gen HomePod, or the fancier model of Apple TV, some of the more expensive Amazon Echos also work.
One benefit of Matter is that it should make this all seamless. As long as your device talks matter, it will work with matter over wifi or matter over thread devices. So you can buy Matter Wifi switches, and later add some matter over thread accessory buttons and everything will play nice.
This is all a bit of theory honestly, Matter and Thread have been around for a few years and things haven't exactly been going well. There's a real dearth of adoption, and many of the devices have been unreliable. A plus of the TP-Link approach is that the devices speak matter, but also work fine with the TP-Link cloud stuff, so you can pick which implementation works better for you.

Yeah it would be nice if TP-Link would standardize on single branding and model numbering - I wonder if some of the model numbering is simply to distinguish which retailer is selling the item.
Also, I find that Amazon's delivery dates are often overstated - you may want to order the 2 pack and give it a couple days to see if the delivery window shrinks to a more reasonable delivery date. Worst that happens IMO is you can cancel the order if it won't arrive in time.

Thanks. I ordered the four packs from Best Buy because they were 10 bucks each and had faster delivery, but that's a good idea.
