Only big differences are the HP has the newer I5 (raw benchmark increase about 20% in cpu performance). The HP only has 8GB of ram so needs a instant upgrade to at least 16GB, which ram is cheap so increase the cost by about $30-40 for more ram. The CPU will make a little difference in overall tasks but in gaming the increase will be minimal from what I can tell.
Both good choices, but your probably spending an extra $100 for very little gain after RAM upgrade.
Just realized the MSI is the 3050 4GB version the one in best buy is the 3050 6GB version, which looking at benchmarks can get you in some games 5-15 more FPS so that takes a nice edge in being better overall.
Now the other option is the gateway with 3050 TI which falls between the two models of the 3050 listed above, and the gateway is $500 at Microcenter, also way bigger being 17" screen and with a i7 which seems like the sweet spot if you dont mind the larger size.

This is the best configuration of this laptop I have seen at the upcoming sale price point which still puts it over $50 lower than the lowest price. All the other laptops close to this price point, but still more costly, either had 8GB of ram or a 2050 graphics card. While the 3050 is not the best, for a mobile gamer who only plays Triple AAA games from a few years ago at 1080 this will easily get 40-60FPS on medium to high settings. Reviews on this configuration at Walmart are extremely good from the users. Would I have preferred a 4050, I would but the last deal was over $200 for that, which in my opinion is a extremely high premium to go from a 3050.
No matter what, this should be a FP deal on or before November 8th when this deal goes live, giving people plenty of time, because I am pretty sure this is to liquidate their stock of these laptops at this price point. I am going to be in for one since the Flow I got didn't work out which also had a 3050, seemed way to expensive for almost double this price and the low battery life. This seems like it will be great to play my steam games on the go the few times a year I need it for that purpose.

I lucked out with a full power (140W I think) 3050 Ti Lenovo for $399 (was YMMV Walmart) and it's struggling running Spider Man at 60 with RT off, RT on gets ~30 with tons of artifacts. I tried Shadow of Mordor (2018ish game) at Ultra and it choked.
Long way of saying do not get this if you want to run latest games at anything past Medium settings. With 4 series out, I think we'll see 3050 Ti and 3060 at $500 this year
