You would need to label this deal as a "hack" given that price.
You still have to pay 399 up front, and then either return/dont pick up the other tool to get the refund to bring it down to the deal price.
That said, our local homedepots are cracking down on this. Our stores are requiring all components to be picked up at the same store, and you have to return the whole order (this is a local policy, which means specific managers are cracking down).

Something along the lines of "You either pick up the whole order now, or we return the entire order and charge you for your single (full price) item, and no gift"
HD is catching on sometimes online, during Ryobi days the "free" tool was included in the bundle under one product code, making it a single purchase.

I ordered the kit on this page online and chose to pick up both at the same store and canceled the free tool online, just picked up the combo itself today, very smoothly, the associate just gave me the combo , did not mention anything else.

They certainly don't seem to be having the good deals from previous years, either. I think they are moving toward a more Lowes-like structure for their deals. Margins aren't as good for buyers now.

They also killed their 20 off 200 coupon in the last few months
