I have one, I may be returning it. No matter what cable or port I use, I never get "fast charging" on my phones. But it I do using other "blocks."

This Belkin charger does not have support for Programmable Power Supply (PPS), so you will not see any support for fast charging on devices such as Samsung phones which require PPS support for their Super Fast Charging modes regardless of the voltage ratings.

The lack of Programmable Power Supply (PPS) support means no support for Super Fast Charging regardless of the wattage ratings. The most noteworthy feature here is support for higher voltage modes across both USB-C ports, making them a viable option for sharing between a couple of laptops/tablets in addition to phones.
The USB-A ports are both sharing a meager 12W, which does potentially create some issues when charging two devices (since certain devices may attempt to draw the entire 12W rating from a single port).
Single USB-C port output on USB-C1:

5V at up to 3A (15W)
9V at up to 3A (27W)
15V at up to 3A (45W)
20.5V at up to 4.7A (96.35W)*

Multi-port output on USB-C is some combination of the following:
USB-C1:

5V at up to 3A (15W)
9V at up to 3A (27W)
15V at up to 3A (45W)
20V at up to 3.25A (65W)*
20.5V at up to 4.7A (96.35W)*

USB-C2:

5V at up to 3A (15W)
9V at up to 2A (18W)
15V at up to 2.A (30W)
20V at up to 1.5A (30W)

* Note that all modes capable of greater than 3A of current will be limited to 3A unless used with a 5A-rated (e-marked) USB-C cables.
