Yes it is. the same system. The thing is you can find a four hundred dollar machine and a four thousand dollar machine and they may both use the identical saeco system. Other companies pay Phillips (Saeco) for the rights to use their system.
So the more expensive machines are all about "everything else" such as adjustable temps, adjustable pressure, adjustable coffee within each shot, color screen, how good is the milk frothier, materials within such as cooper or stainless or galvinized boiler, etc... this is what really effects the price.
The thing is just like delonghi (which is an Italian company that is WAY bigger then Phillips regarding coffee). I know when you buy a machine like this it needs to be dissented and talked about on reddit (or other places) about all the faults, how to clean it, what do you do when you get an error code, etc... This machine will be the same way.
Before I would buy, I would research which machine is easier to fix and maintain, etc... that is why my bro swears by the Saeco movement... he feels it is the easiest system to maintain and troubleshoot.
Lastly, IMHO... it may take a year or two years but you will get error codes and you will need to troubleshoot your system. Usually it is all about cleaning your system. But watch youtube videos on how to maintain and clean.
