I have tried four of these chargers: two were replaced byAnker and I bought two. They all have this limitation. Anker confirmed that is how it works.
It's just my use case with a travel router that I don't want restarted every time I plug/unplug a device. For regular charging, it's an excellent charger.

What I meant is this:
I bought two of these chargers. Then Anker replaced both of those as I reported the issue. The replaced ones still have the same issue (which, I now know is a common issue as they re-negotiate). That makes 4 chargers I tested.
I got one of these, and it was completely incapable of holding a 140W charge rate for an extended period of time. It will throttle the wattage, but eventually, it just stops charging anything. This charger overheats far too easily for something so large.
Anker replaced the charger twice before accepting a return, and all of them exhibited this problem. One of them was able to hold out longer, but overheated to the point of damaging its screen.
This model apparently isn't made by Anker, which is part of the reason it has such poor quality.
I have a desk charger that use for my networking equipment that doesn't do this, and will simply not power an additional device past remaining limits
