Yes and no- yes, it can be adjusted for a fine spray; but, no- not for hair. This is a "high-output" sprayer. Set to fine spray, if you are close enough to get all the mist on a head of hair, you might overdo it and have water dripping all over your client; but if you back up far enough to get just the right amount on your client's head, the rest of the water might end up getting all over the place.
