No, you have to be a member and it's stated up front. Also all items are behind the paywall.
I also don't mind when amazon and Walmart have a minimum dollar amount to order things. I just have a problem with paying ~$13 to be allowed to purchase an item. A costco membership is a fee to access the entire store and website (or in my case, spending enough that I get cash back every year). This deal feels like a "pay to play" deal.
