Regarding the "No GPS Tracking" clause:
This does not mean your child's phone cannot use GPS or be tracked by you. It simply means that Helium does not track these accounts the way they track others, which they do for data harvesting to subsidize other free/cheap services.

It depends on your city tax too. In Los Angeles if it's like T-Mobile . It's around $4.50 but unsure

you will see that Helium is making a distinction between Kids Plans and Standard Plans. The $5 plan is considered a Kids Plan only available for those 17 or under. The $0 plan is considered a Standard Plan only available for those 18 and over. So according to their terms, a switch from the $5 plan to the $0 plan can only happen when somebody 17 turns 18.
As I said in the other Helium thread, it is anybody's guess on how they can enforce age restrictions on their plans.
