Clearly not a hardware issue.

If it's drivers issue, then search for the chipset and get it from the chipset manufacturer/developer's website. You don't need to wait for Beelink to link those drivers for you, you can help yourself. This is Intel and there should be tons of resources for this.
I would reinstall Windows and start fresh. Sometimes operating systems get corrupted. This is a common fix in the IT world.
I've bought 36 Beelinks over the last year from Amazon, and they've all been amazing.

Beelink is very bad in terms of fixing bugs. They dont provide patches for issues. I have two useless beelink boxes that don't work.

Honestly, what are we left with then? People complain about AceMagic, now about Beelink, and not long before we hear about GMKTec. Minisforum and other better brands are still on the pricier side, and your everyday consumer is (unfortunately?) left with these brands. I believe what you have mentioned about Beelink must relate to their older products or a specific line-up.

What's the issue you're having?

Would this work for a Plex server? I'm currently using an old Optiplex.

Yes, absolutely. I'm going to get this to replace my cheap Beelink N100 mini PC for my plex server. Probably overkill but oh well.

Is the N100 not getting the job done for Plex?

No it's fine. But this one more powerful so might as well buy and see if better.

Looking for a mini computer to play Apex Legends, install Retropie, also use for basic computer stuff (office, browser, etc). Is this a good choice?

One thing to look at on this is the power usage. For this, TDP is 45w vs 6w for the n100. Probably only talking a few dollars a year in added cost, but still worth considering.
I went with the 1220p version (which is only$250) of this for my Plex server, but it is also running proxmox and handling transcoding through handbrake. Another thing to note is the soldered RAM. I may regret that down the road with the 24GB max.
