Bought a knife like this at academy one time, can't tell you how good it was, it broke before I could ever really use it.

Does anyone know how this knife compares to this one I was looking at? Which has better steel? And what's spring assisted mean?

Bummer. Flash II was my favorite EDC they used to have before discontinued it. I lost mine and had to go to eBay to get a replacement. Zytel handles made it light, AUS-8 steel was decent all purpose hardness to edge retention. And price point was around $30-35 if you shopped around.

The Gerber's 440A steel is one of the cheapest (and worst) steels you can find on cheap knives. For $26, it's a big nope.
8Cr13MoV is a budget steel but it's still much better than 440A.

You should look at Ganzo. Their knives are cheap (~$20) and most have 440C steel which is pretty good for the price. The Firebird F759M, for example, is small and light with decent action.
If you're not worried about corrosion, I'd also recommend D2 steel knives. There are more than a few below $30.
Also, pay attention to the weight and size if you plan on carrying it. I find heavy knives with longer than a 3" blade awkward to carry.
