Solid B-tier PSU from a reputable company. This model is about 10 years old though so you're not getting any newer features and surely not native 12 pin connectors for newer GPUs.
Would this significantly reduce coil whine on a GPU?
Coil whine is dependent on the gpu mostly. You can undervolt it which will lessen the watts running on it. Thus less coil whine, had a whiny 3080 zotec and undervolt helped performance and noise

I've read that the power supply can make a major difference, but I don't have another power supply to compare with. I did undervolt, and the coil whine reduced, but I also get a lot of noise through the HDMI out, into my sound system, and out my speakers. It varies with GPU load. I'm getting all balanced outputs to reduce this, but I fear there still may be an issue.

Sorry for late reply, if that's the case I would swap the PSU and see if that resolves it especially if the PSU is old and needing to upgrade/replace. Although I would say it might be the PSU, since being I got 3 PC's the newest one is making less noise.

Is there any recommendation for a relatively quiet power supply?

I'd say seasonic or super flower, look for Platnium ratings. Also Corsair, name brands have eco options where the fan doesn't spin when not needed which helps keeping noise levels down.
