If you need an accurately sized hole, you'll want to use a regular drill. If you're not concerned about runout an impact driver will work.

What is the advantage of having these with the hex shanks vs without? I assume it is just the ability to use in an impact driver... When would an impact driver be required?

Impact driver is a lot more useful to the average pro. One that doesn't desire to also lug around a drill will require these, if they need to use twist bits

There are totally different bits. In review are one piece bits made in Germany. Home Depot looks like 2 pieces bits and they are silent about origin- I am sure it is China

I have a few tapcons that broke off, would these be good to drill it out ? Basically I need some bits that can drill through metal screws. Am I better off with a cobalt set ?

You need left-handed bits and screw extractor. Amazon has them for cheap

Most useful part is with a hex shank you can use them with quick release adapters in your drill. I rarely take mine off my drill and it allows you to swap out bits quickly.
